Good suggestion. The only thing that rubs me the wrong way is navigating buttons with Ctrl+Left/Right. Probably using just differently-styled tabs would be a better solution.

My suggestion, which is based on your screenshot, tries to prevent people from asking for searching across multiple databases. I think with having Tabs for the Notebooks and Buttons for the sections, that distinction can be achieved. I would not worry too much about the shortcuts. First, there is also Ctrl+1..9 to directly select a section (button). Second, Ctrl+Left/Right will switch from button to button. Ok, it is not standard UI, but very practical and acceptable to people heavily relying on the keyboard. I'd give it a try.
