[Other] "Read-Only" flag for sections/notes (one way sync?)

Hi! Long time, first time.
I'm using cintanotes in an office setting, and it's great--but one thing I would very much like to be able to do that I haven't figured out how to do, is mark a section of synced notes as read-only.
I would like each person in the office to be able to have their personal notes live on their personal computer, but have a synced section filled with reference materials that I can update remotely that the user cannot modify.
I have been in contact with simplenote who have told me they do not support this type of functionality and they don't know how it would be possible.
The only workaround I can think of at present is having my computer restore a backup of the specified section at a frequent enough interval that if a user were to have made changes to the reference materials, it will be replaced with the backup every hour or so. This leads to a second question, is there a way for me to cmd line batch the loading of a backup and a manual sync? This would maybe be a workable solution, but seems roundabout and silly, as a read-only flag seems natural and useful. Even if there were no authentication, I'm more worried about accidental edits while reading than I am about people deliberately making unwanted changes.
The speed at which cintanotes will parse through information makes it ideal for my use case, but is really only workable if I can keep that information from being unintentionally updated.
