[Clipping] Add Source Citation Collection

I'd like to request support for source cite capture, whereby a researcher could use the tool to collect and site evidence. The way the feature would work is that the user would have it set in their preferences to copy the selected text into a note and pop a window with field fill-ins for:
Author Name
Author Qualifications
Article Title
Publication Name
When exporting, such information would be inserted a paragraph above the quote.
