I have a couple of suggestions:
1. Turn this part of the forum into a form, so that users can just select the topic in a combobox ("Startup", "Taking and Clipping", etc.)
2. Instead of displaying tags in the tree on the left, grab the first few characters in the note, use this as a title for the note, and display this in the tree
3. Add a dictionary so that tags are automagically added for a note

Unfortunately that's not easy because I don't specialize in PHP and also don't want to spend too much time on "meta"-issues instead of developing CintaNotes. Even if you use wrong topic tag, the mods will correct it.
If there are more than 100 notes, this will become unmanageable. But I have something similar in mind: in addition to the tag sidebar, there will be time, link, and source app sidebars (switchable by tabs like in 3D Studio MAX), so that you'll be able to browse notes using not only tags. That's the idea, but it still needs to get ripe.
This is called "Rule-based tag and category assignment" and is #169 on the roadmap. But this feature is planned for the commerical version of CintaNotes.
