[Editing] Add basic HTML support in notes

[Editing] Add basic HTML support in notes

Basic text is OK, but sometimes I need to just a bit of formating such as bold, a horizontal line, and some titles in sections. I think it'd be nice if CN offered some basic formating, maybe through a light RTF toolbar.
