Is there a way to import the tag hierarchy from an existing notebook? I have a set of tags and tag hierarchies that I reuse often, especially for document types and sources.

Not directly, but there's a workaround: create a dummy note and assign all tags to it, then import that note.
This is tedious I know but it works.

I had an idea, but before I try it, I'd like to see if you think it'd work:
What about creating a Template notebook with the dummy note that has all the tags assigned to it? I could then rename the template, keep the dummy note "tucked away" so that it holds all the tags I need for later assignment.
Does that make sense?

Yes this will work.
Also if you edit the tag properties and clear the "autodeleted" flag, you won't need the dummy note.
Hint: tags added with the "add tag" command of tag sidebar context menu have autodeleted flag off by default.
