[UI] Remove modifier requirement for hot keys

[UI] Remove modifier requirement for hot keys

I cannot set F13 as my "Clip text hot key" because 'Ctrl' always appends itself during configuration.

I'm guessing this is due to a modifier requirement to prevent a common key from being mistakenly configured as a hot key.

If so (or if not), I suggest some more flexibility in assigning hot keys.
