Thanks for this excellent question!
Tags needn't be moved explicitly because they are global (it's just that tags not present in the section's notes
are hidden) - only notes belong to sections.
So all you need to do is use the "Move/To Section" command in the note's context menu:
1) Pick a tag on the Tag Sidebar
2) Select all notes with Ctrl+A
3) Press Shift+F6 (or right-click on notes and select /Move/To Section)
4) Pick a section to move the notes to.
The tags will be moved automatically together with the notes.
Strictly keyboard version of the above:
Type tag name, Enter, Ctrl+A, Shift+F6, Down arrow until the needed section is selected, Enter
An alternative way to do this would be using cut/pasting notes, however it is not
so optimized in terms of speed and for large number of notes it is better to use
the Move/To Section command.
